Those little sticky white puffs that look like dabs of cotton are probably mealybugs. The actual insect hides beneath this waxy, cottony covering and sucks the juices from the leaves. The "cotton" repels pesticides and that makes the insect tough to control. Try wiping them off with a damp cloth or with a cotton swab dipped in rubbing alcohol. Check all parts of the plant and the rim and bottom of the pots as well for the egg sacs of the next generation. If your plant is severely infested, get it out of the house right away.
